The terminator is chosen randomly.

The highest priority is given to the Route whose ASR brings the client's current ASR traffic profile closer to the target value.

The highest priority is given to the Route, whose ASR is higher for the client's traffic profile using the E.164 code from the Tariff plan client.
- ACD route
The highest priority is given to the Route whose ACD is higher for the client's traffic profile.
