h1. HLR billing

HLR billing has much in common with [[Message billing]].
However there are several differencies.

h2. Billing unit

Unlike [[Messaging]], billing unit is not the amount of text blocks, but a *successfully answered query*.

h2. Price-lists format

For HLR queries usually E.164 county code, to which number belongs, is billed.
Therefore price-lists have similar format to [[Telephony]].

h2. Billing event.

Unlike [[Telephony]], where billing event is phone pickup, in HLR billing event is a successfully responded query.
For [[HTTP protocol]] - it's a response 200 ОК with payload.
